China's steel landscape is easiest to understand as a network of holding groups, separately registered operating mills, specialty steel businesses, pipe makers and export companies, not as one list of names. A group can produce tens of millions of tonnes while only one works in that group holds the approval needed for a particular grade and thickness. This guide is an orientation, not a current approved-vendor list.
Five major families worth knowing
1. China Baowu — a group, not Baosteel alone
China Baowu is the parent ecosystem. Baosteel, Magang, TISCO and Xinyu Steel are distinct operating identities. The Baowu name does not confer one mill's certification on another.
2. CITIC — two overlapping steel stories
CITIC Pacific Special Steel includes Xingcheng, Daye, Qingdao Special Steel, Jingjiang and TPCO. NISCO belongs to the broader CITIC steel-related structure but is not simply another operating plant of CITIC Pacific Special Steel. CITIC Pacific's own materials separate the listed special-steel group and Nanjing Steel Group.
3. Ansteel — historical mills under shared control
Ansteel, Benxi/Bengang and Pangang each have separate histories, sites and product systems. The continuing brand of a formerly independent mill may still appear on historical MTCs.
4. Shandong — same province and city do not mean same company
Shandong Iron & Steel Group includes its Laiwu and Shandong Steel Rizhao identities. Rizhao Steel Holding Group is a separate group.
5. HBIS and other large families
HBIS includes the specialist heavy-plate Wuyang/Wugang business. Major independent groups covered elsewhere include Shagang, Jianlong, Jingye and Tsingshan.
How to use the profiles
Start at the parent-group article to understand ownership. Open the individual mill profile to identify products, manufacturing sites and historical company names. For a live RFQ, confirm exact legal mill and works, relevant grade and size capability, EN 10204 certificate issuer and current customer or class approval. Follow the linked profiles; do not substitute corporate affiliation for technical prequalification.
Reporting scale correctly
The worldsteel 2026 World Steel in Figures publication provides rankings of 2025 crude steel output for reporting groups. That is a different metric from rated annual capacity, nameplate output of one works, or finished rolled-product sales. Never add parent and subsidiary figures together.
