CITIC Pacific Special Steel is a listed special-steel manufacturing group within the broader CITIC ecosystem. Its name must not be confused with either the CITIC parent itself or Nanjing Iron & Steel (NISCO). Although both producers are CITIC-linked, they are different operating businesses.
Historical names and M&A
The special-steel platform grew through Xingcheng Special Steel, Daye Special Steel, the acquisition of Qingdao Special Steel in 2017, and the addition of Jingjiang Special Steel (previously Valin Wuxi Steel) in 2018. The listed-company identity CITIC Pacific Special Steel Group Co., Ltd. emerged in 2019. CITIC's 2023 transactions secured control of Tianjin Pipe/TPCO. These developments explain why historic MTCs and vendor lists show several independent-looking names.
Production bases and products
The group's official overview lists five core special-steel works: Xingcheng, Daye, Qingdao, Tianjin Pipe and Jingjiang, plus supporting raw-material and downstream facilities. Its product mix includes special engineering bars, bearing/gear steel, speciality plate and seamless tubes. CITIC reports more than 20 Mt/year production capacity for the special-steel business; this is a capacity statement, not the same metric as worldsteel's 15.82 Mt 2025 crude steel output attributed to CITIC Pacific.
TPCO and NISCO are different questions
TPCO is within the CITIC Pacific Special Steel production network and has its own pipe works, products and certificates. NISCO is a separate CITIC-controlled steel producer and should not be represented as a works of the listed CITIC Pacific Special Steel producer. CITIC-group ties do not convey certification or customer AVL approval.
Procurement takeaway
For seamless pipe, ask for the actual TPCO entity/site and its certificate scope. For special bars or plates, request the named Xingcheng, Daye, Qingdao or Jingjiang works. A quotation that says only 'CITIC steel' is not a sufficient mill identification.

- Exact legal manufacturer, works and MTC issuer; do not rely on a group or export-trader name alone.
- Current ownership, name changes and the legal entity named on original certificates.
- Product-by-product manufacturing route, grade, OD/thickness or section range, heat treatment and available tests.
- Valid ISO, API, class-society, CE/FPC, PED or other certificates for the exact works and scope, where relevant.
- Current EPC/customer approved-vendor status, which is not established by generic marketing claims.
- Seller/export company versus actual manufacturer, and EN 10204 certificate availability.
