Laiwu Steel / Laigang is a famous historic Chinese steel name, particularly in structural sections. Today the legal structure is more complicated than the old brand name suggests.

Current Gangcheng structure

Shandong Steel's 2025 annual report defines the Gangcheng base as including the Shandong Iron & Steel Co. Laiwu branch and Laiwu Iron & Steel Group Yinshan Section Steel Co., Ltd.

In November 2025, Shandong Iron & Steel Co. completed the acquisition of 100% of Yinshan Section Steel. Older documents can therefore show a different ownership structure from current ones.

Product strengths

The Laiwu/Gangcheng product portfolio is particularly relevant to:

  • hot-rolled H-sections;
  • bridge, mining and railway profiles;
  • angles and special sections;
  • plate and wide/heavy plate;
  • ship/offshore and pressure-related grades.

Old stock and MTCs

Older stock can legitimately carry the historic producer name. Ownership changes do not invalidate an original MTC. The buyer must distinguish the manufacturer at time of production, today's corporate owner and today's seller.

For AVL work, the client may still need to confirm whether the successor/current entity is accepted.

Procurement takeaway

Laiwu is an important production identity, but no longer a sufficiently precise legal description. Establish which Shandong Steel entity and works actually manufactured or will manufacture the product.

What to reverify before an RFQ or PO

  • exact legal manufacturer and works;
  • current parent/ownership structure where relevant;
  • current production range and size limits;
  • ISO/API/class/CE/PED/FPC certificate scope and validity;
  • current customer/EPC AVL/AML approval;
  • seller/trading entity versus MTC issuer.
