China Baowu is the world's largest steel-producing group by 2025 crude-steel output. It is a parent group, not one mill.
How Baowu was formed
China Baowu was created in 2016 through the restructuring of Baosteel Group and Wuhan Iron & Steel Group. It later expanded through major combinations including Magang and TISCO. This history explains why older approved-vendor lists can show a mill as independent while current filings place it inside the Baowu ecosystem.
Baowu is not Baosteel
The most important naming rule is:
- China Baowu = parent group;
- Baoshan Iron & Steel / Baosteel = listed operating producer;
- Magang / Maanshan = separate listed producer;
- TISCO = separate stainless platform.
A group relationship does not automatically transfer API, class, CE/PED or customer approvals between mills.
Scale and product breadth
worldsteel reports 124.76 Mt of crude steel production for Baowu in 2025. Across its operating companies, the group covers automotive sheet, electrical steel, heavy plate, sections, rails, stainless, special steel, wheels/axles, pipe products and advanced materials.
Procurement takeaway
A quotation that says only 'Baowu material' is incomplete when a project needs mill approval. Always qualify the actual operating producer and works shown on the MTC.
What to reverify before an RFQ or PO
- exact legal manufacturer and works;
- current parent/ownership structure where relevant;
- current production range and size limits;
- ISO/API/class/CE/PED/FPC certificate scope and validity;
- current customer/EPC AVL/AML approval;
- seller/trading entity versus MTC issuer.
