Ansteel / Angang Group: group ownership, Angang Steel, Benxi and Pangang

Why Ansteel, Angang Steel, Benxi Steel and Pangang are not interchangeable mill names.

Ansteel Group (often called Angang Group) is a large Chinese state-controlled steelmaking group, not a single plant. Angang Steel Company Limited, the Anshan integrated works, Benxi Steel and Pangang/Panzhihua have distinct operational histories and can be separately identified on MTCs and vendor lists.

Group development

Anshan was one of China's earliest major modern steelmaking centers. Ansteel expanded through multiple provincial and national consolidations, including integration with Pangang and the major reorganization involving Benxi Steel in 2021. Historical procurement documents may therefore contain mill names that pre-date their present group ownership.

Scale and main products

worldsteel reports 57.61 Mt of Ansteel Group crude steel for 2025, making it one of the largest global steel groups. Its businesses cover flat-rolled steels, heavy plate, high-grade special steel, rails and vanadium-titanium-related products. This is a group total; an Angang Steel, Benxi or Pangang site must not be credited with the whole tonnage.

Approvals and source identification

The different works may have very different products, melting/rolling facilities and certification scopes. In a plate tender, distinguish Angang-produced plate from Benxi-produced plate. For rail or special alloy, verify which plant controls the manufacturing and testing.

Procurement takeaway

Ansteel is the group; the plant on the MTC is the manufacturer. Ask the seller to give both its Chinese legal name and English company name, plus works address and current certificates.

What to reverify before an RFQ or PO

• Exact legal manufacturer, works and MTC issuer; do not rely on a group or export-trader name alone.
• Current ownership, name changes and the legal entity named on original certificates.
• Product-by-product manufacturing route, grade, OD/thickness or section range, heat treatment and available tests.
• Valid ISO, API, class-society, CE/FPC, PED or other certificates for the exact works and scope, where relevant.
• Current EPC/customer approved-vendor status, which is not established by generic marketing claims.
• Seller/export company versus actual manufacturer, and EN 10204 certificate availability.
