Tianjin Pipe / TPCO: seamless pipe producer, CITIC ownership and product approvals

How TPCO fits into CITIC and why Tianjin Pipe manufacturing certificates must be checked separately.

TPCO is commonly used for Tianjin Pipe Corporation and the Tianjin seamless-pipe manufacturing business. Older tender and mill records may call it Tianjin Pipe, Tianjin Steel Pipe or TPCO. These labels alone do not determine the exact contracting or MTC-issuing entity.

Why ownership records change

TPCO historically operated as a major Chinese seamless pipe producer separate from the original core CITIC special-steel mills. CITIC Pacific Special Steel obtained a participating interest and management rights in 2021; subsequent transactions in 2023 brought the business under CITIC Pacific Special Steel control. Older AVL lists may therefore identify TPCO as independent or under a different shareholding structure.

Core product families

TPCO is associated with seamless oil-country tubular goods (OCTG), casing and tubing, seamless line pipe, and pipes for power generation, boilers and mechanical/industrial service. Products may have different production and heat-treatment routes. A catalogue-wide capability does not establish availability of every grade in every diameter or wall thickness.

API, EN and technical scope

For a specified API 5CT or API 5L supply, inspect the current API license and actual facility covered; also confirm edition, PSL, product size, steel grade, sour-service or supplementary tests where required. EN 10216 or EN 10210 offers need the relevant EN product conformity and inspection documentation, not merely evidence that a mill produces seamless tube.

TPCO announced a seamless-pipe EPD in 2025; an EPD is environmental product information, not a mill test certificate or API product approval.

Procurement takeaway

Always identify the producing Tianjin works and MTC issuer. Do not substitute a certificate from Xingcheng, NISCO or another CITIC-associated mill for TPCO's own product scope.

What to reverify before an RFQ or PO

• Exact legal manufacturer, works and MTC issuer; do not rely on a group or export-trader name alone.
• Current ownership, name changes and the legal entity named on original certificates.
• Product-by-product manufacturing route, grade, OD/thickness or section range, heat treatment and available tests.
• Valid ISO, API, class-society, CE/FPC, PED or other certificates for the exact works and scope, where relevant.
• Current EPC/customer approved-vendor status, which is not established by generic marketing claims.
• Seller/export company versus actual manufacturer, and EN 10204 certificate availability.
