The 1.5 GW Outer Dowsing offshore wind farm has crossed the line that separates a consented concept from an engineered one. In October 2026, Wood Thilsted was awarded detailed design of up to 100 monopile foundations, roughly eight months after the UK government granted development consent. For the steel supply chain, the signal is clear but early: the project's foundation geometry is now being fixed, yet none of the fabrication or installation capacity has been contracted on the evidence available.

What has actually been awarded — and what has not

The distinction matters because the project's recorded procurement stage ('EPC_AWARDED') overstates where Outer Dowsing stands. What has been awarded is an engineering consultancy scope, not an EPC or EPCI package.

PackageStatus on available evidence
Foundation FEED (primary/secondary structures, studies, cost modelling)Complete; Wood Thilsted appointed 2024, FEED finished in 2026
Monopile detailed design, up to 100 unitsAwarded to Wood Thilsted, 19 October 2026; contract value undisclosed
Monopile fabrication (steel structures, plate, coating)No award identified; no confirmed launch of a tender
Transition pieces / secondary steel fabricationNo award identified
Offshore installation (EPCI or installation-only)No award identified
Turbine supply, offtake (CfD), FIDNot established from retrievable sources

So the project is best described as post-consent, pre-FID detailed engineering. The commercial opportunities that matter most to steel fabricators — monopile rolling, longitudinal welding, transition-piece fabrication — have not yet visibly been let. That is not a statement that they are open; it is a statement that available evidence neither confirms nor rules out a process under way behind closed doors.

Why the design award is more than a formality

Outer Dowsing sits roughly 54 km off the Lincolnshire coast, and the developers — TotalEnergies, Macquarie, Broadhelm Renewables and Gulf Development — put lifetime UK investment at around £2 billion. Wood Thilsted's continuity from 2024 FEED into detailed design is the interesting part of this announcement. Carrying the same design intent from concept through to fabrication-ready drawings typically compresses interface risk between structural and installation engineering. It also tends to produce a design optimised against installation constraints — lighter monopiles, tuned wall thickness transitions, fewer weld-critical details — which matters directly to fabricators bidding on tonnage.

The 'up to 100' unit count is itself informative. At 1,500 MW, 100 foundations imply machines of roughly 15 MW class. That is an inference, not a disclosed fact, but it is consistent with the turbine generation this project would be expected to procure.

Steel: the tonnage question nobody has answered publicly

No retrieved source gives monopile diameters, wall thickness, embedment depth, steel grade, plate specification or tonnage. The consent application's project description would normally fix these, and it is the document to watch.

As a first-order analyst estimate only — not a sourced figure — 100 monopiles at roughly 1,500–2,500 t each would imply on the order of 150,000–250,000 t of structural steel, a rule-of-thumb range for 15 MW-class machines in 40–60 m water. If that range holds, Outer Dowsing would rank among the larger single foundation steel demands in the current UK pipeline, and the eventual fabrication award would be a meaningful order-book event for European monopile yards. Treat the number as a planning aid, not a procurement fact.

Ownership: reconciling the names

Reported consent coverage pairs Corio and TotalEnergies, while the project is also described as developed by Macquarie, Broadhelm Renewables and Gulf Development. The most likely reconciliation is that Macquarie's interest is held through Corio, its offshore wind developer — but that link was not verified from a primary source here and should be treated as an inference until confirmed in the developers' own releases.

What to watch next

The sequence from here is conventional but consequential: an FID announcement, a foundation fabrication award, an installation contract, and a turbine supply agreement with a CfD position. With consent in hand and detailed design under way, fabrication and installation are the packages where steel tonnage, plate procurement and vessel slots get committed.

For now, the honest read is that Outer Dowsing has moved from permission to drawings. The order book has not moved yet.
