Mysteel's daily scrap page for 19 October 2026 opens with a familiar headline number: the composite scrap price at 2444.37 yuan/t, unchanged on the day (0.00%). Behind it, nine regional 重废 (heavy scrap) benchmarks are also flat except Jinan (−10), and seven 破碎料 (shredded) markets are flat except Chengdu (−30). Read only the index and the market looks becalmed.

Read the mill notices and a different picture appears. On the same day, 冀南钢铁 (Jinan Iron & Steel, Hebei) cut scrap buying prices by 10–20 yuan/t effective 18:30; 鞍山宝得 (Anshan Baode, Liaoning) raised its purchase price by 20 yuan/t; and 安丰 (Anfeng, Hebei) posted a full price of 2380 yuan/t. That is the useful insight from this snapshot: in Chinese scrap, the national index measures the market's centre of gravity, while mill notices describe local bargaining — and the two routinely point in different directions on the same day.

What actually changed on 19 October

The mill-level actions are small in absolute terms but informative in direction and geography:

MillLocationActionBasisSelected execution prices (yuan/t)
冀南钢铁Hebei (Handan area)Down 10–20 from 18:30, 19 OctEx-tax

Two things stand out. First, two Hebei mills moved in opposite directions — Jinan cut while Anfeng held a firm full price of 2380. Hebei is China's densest scrap-consuming cluster, and it is normal for mills within 200–300 km of each other to run different inventory positions and different steel order books, especially when one is a long-product producer and the other runs a broader mix. Second, the tax basis differs across notices: Jinan and Anfeng quote ex-tax, Anshan Baode quotes tax-inclusive. Any comparison of these numbers without adjusting for the ~13% VAT wedge is meaningless. Anshan Baode's 2450 tax-inclusive shear price is roughly 2170 ex-tax equivalent — i.e. lower, not higher, than Jinan's headline 2320 for 钢筋头, once the grades and tax treatment are aligned.

Analysis: The Anshan Baode "+20" is best read as a local restock move by a Northeast mill with thin scrap arrivals, not as a regional trend. The Hebei cut-and-hold split signals that supply in the North China cluster is adequate but not abundant, and that mills are pricing to their own melt schedules rather than to a common market signal.

The index-level story: a genuinely flat day

The benchmark data confirms that 19 October was, at the aggregate level, a holding day:

Product / marketPrice (yuan/t)Change
Mysteel composite scrap2444.370.00
重废 唐山21550
重废 上海20400
重废 张家港20400

重废 沈阳20600
重废 西安19000
破碎料 张家港21100
破碎料 广州22000
破碎料 成都2060−30

The 255 yuan/t spread between Tangshan (2155) and Xi'an (1900) is the more important number than any single-day change. It reflects freight, local mill density, and the fact that Tangshan's EAF and converter mills bid aggressively for prime grades while inland Northwest markets are thinner and further from coastal scrap flows. For traders, the spread — not the daily delta — is the tradable signal.

Note also the shape of the grade curve. Fushun New Steel's table on the same day spans 1750–1790 for light scrap (colour steel sheet, <2 mm) up to 2180–2220 for 钢筋切粒 (≥6 mm diameter rebar offcuts) — a ~430 yuan/t grade premium. This is where the real margin sits in scrap: the ability to upgrade low-value material into dense, clean, high-grade feedstock.

Why the benchmark can be flat while mills are moving

A composite scrap index is a weighted average across markets and grades, published daily. It is designed to be smooth. A 10–20 yuan/t move at a handful of mills — even large ones — is insufficient to shift a national composite unless the direction is broad-based. On 19 October, it was not: Jinan cut, Anshan Baode raised, Anfeng held. That is exactly the state of the market the index is supposed to show as "0.00".

There is a second reason the flat index can mislead. The Mysteel snapshot's cross-commodity panel on the same date shows rebar at 3334.81 (+0.23%), HRC at 3263.96 (+0.24%), iron ore at 681.18 (+0.98%) and metallurgical coke up 50 to 1390 (+3.73%). Scrap was the only major ferrous input that did not move. That is consistent with a market where steel prices were edging up, raw-material costs on the iron-ore and coke side were firming, and scrap was being held steady as mills tested whether supply would loosen.

Analysis: A flat scrap price against rising coke and ore reduces scrap's relative cost advantage in the EAF route. If the coke strength is sustained, the marginal scrap-to-hot-metal spread narrows, and EAF mills will be the first to trim scrap consumption or push back on prices — which is what Jinan's cut is a small, early example of.

What to watch next

The 19 October page is a snapshot, not a trend. Three things will determine whether it becomes one:

  1. Whether the Hebei split resolves. If Anfeng follows Jinan down within a week, the North China cluster is loosening and the composite index will follow. If Anfeng holds 2380 and others match, the flat index is masking genuine tightness.
  2. Whether Northeast strength spreads. Anshan Baode's +20 looks local. If other Liaoning mills move up, expect the 沈阳 heavy scrap benchmark (2060, unchanged) to break.
  3. Whether coke and ore keep rising. A sustained rise in 冶金焦 and 铁矿石 without scrap moving is the clearest early signal of EAF margin compression.

Data caveats

Readers should treat this analysis with the following limitations in mind, which reflect the nature of the source itself:

  • Single-source constraint. All prices cited come from Mysteel's daily page and cross-commodity panel. No independent confirmation from mills, exchanges or trade bodies was available at the time of writing. The internal consistency of the page is good, but it is not triangulation.
  • Page-template staleness. The page is a continuously reused template; its "related content" blocks still contain items dated to earlier months. The reliable datum is the individual 快讯 timestamps (e.g. 19 Oct 17:11 for Jinan, 07:01 for Anfeng, 18 Oct 16:12 for Anshan Baode), not the page header date.
  • Not all entries are 19 October changes. 柳钢's prices were dated 17 October and 桂林平钢's 16 October; they appear on the page as latest executions, not as moves on 19 October.
  • Unit ambiguity in the header panel. The "钢坯 88.8" line in the cross-commodity panel is almost certainly a mis-scaled index rather than a price, and should not be read as a billet price.
  • Tax basis. Mill notices mix 含税 (tax-inclusive) and 不含税 (ex-tax) quotes. Adjust before comparing.

Bottom line: 19 October was not a quiet day in Chinese scrap — it was a day when the national index was balanced by small, opposing local moves. The signal to watch is not the 0.00% print but whether the Hebei split and the Northeast firmness persist into the following week.
