The 16 October Mysteel update for Beijing scrap stainless is a small data point that is easy to over-read. Two dry quotes moved: 304 new material (新料) fell 200 yuan/t to 9,250, and 316 industrial material (工业料) fell 300 yuan/t to 19,700, both on the usual "base cash price" (基地现金价) basis — yard buying prices, in yuan per tonne, before freight and with no credit terms.
What makes it worth a second look is not the size of the move but its timing and its geography. The Beijing series had printed 9,450 for 304 on 13, 14 and 15 October — three consecutive flat sessions — so the decline was a single-session step, not the "two-day" softening that a quick reading of the aggregate suggests. And the same page shows Wenzhou down 100 (to 9,250) and Tianjin down 200 (to 9,150) on the same date, while Wuxi (9,300) and Linyi (9,200) held unchanged.

Two derived figures matter more than the headline moves. First, the cumulative drift since late September: 304 is down 300 yuan/t (−3.1%) and 316 down 400 yuan/t (−2.0%) from the 23 September reference. That is a slow bleed punctuated by one abrupt markdown, which is the classic pattern of yards defending a quote until inventory or order books force a cut, then resetting in one step.
Second, the grade spread. The 316–304 gap narrowed from 10,550 to 10,450 yuan/t. In proportional terms 304 fell harder on the day (−2.1%) than 316 (−1.5%), even though 316 carries the molybdenum and higher-nickel load that normally makes it the more input-price-sensitive grade. That is an inference, not a reported fact — Mysteel publishes no grade specification, nickel or moly content, VAT basis or assessment window in the retrieved text, so any attribution is analytical.
Why Beijing is the wrong unit of analysis
Beijing is a small stainless scrap market next to Wuxi and Foshan, and its quotes are published in the morning (08:45 on 16 October, against 09:13 the previous day), so intraday comparisons across cities carry some timing risk. On 16 October Beijing's 9,250 sat mid-pack: 30 yuan below Wuxi, level with Wenzhou, 50 above Linyi and 100 above Tianjin. Net of trucking between these centres, there is not much arbitrage to speak of — which is precisely why they co-move.
The more useful signal is the split. Two markets cut (Beijing, Tianjin by 200; Wenzhou by 100), two held (Wuxi, Linyi). That is a partial softening, consistent with regional yard inventory and local mill pull rather than a national stainless scrap repricing. Anyone using Beijing as a proxy for the national market would have called 16 October more bearish than it was.
What would confirm or kill the read
The page's own index feed truncates at five quotes, and the daily 行情 reports for 8–12 October and 29–30 September appear only as titles without values in the retrieved text, so the length of the "flat stretch" before 16 October cannot be verified from the source alone. Nor does the page carry LME or Shanghai nickel, ferromolybdenum or mill purchase-price data for early October, which is what would be needed to test whether this was an alloy-input story or a 304-specific oversupply of clean fabrication offcuts.
Until those are checked, the defensible conclusion is modest: Beijing yards cut their bids on 16 October after holding for three sessions, the move was mirrored in Tianjin and partially in Wenzhou but not in Wuxi or Linyi, and the 316–304 spread compressed slightly — a local buying adjustment, not a market inflection.
