China's Ministry of Commerce and the General Administration of Customs published Announcement No. 51 of 2026 on 19 October, restructuring export controls on dredger-related items around explicit numerical parameters. The measures take effect on 18 November 2026, and the dual-use export control list is updated in step.
The announcement is framed as an optimisation and adjustment (优化调整) of existing dredger controls rather than a new regime — the items sit under the pre-existing dual-use heading 8A901.f, now enumerated as f.1, f.2 and f.3. That framing matters: it signals continuity of policy intent, with the change concentrated in how the boundary is drawn.
What is actually controlled
The technical core is a set of dimensions and a speed limit, not a vessel classification.
| Control code | Item | Threshold | Reference HS code |
|---|---|---|---|
| 8A901.f.1.a | Dredger mud pump | Suction inlet ID ≥ 0.55 m AND max speed ≤ 400 rpm | 8413709120, 8413709980 |
| 8A901.f.1.b | Pump casing (inner and outer) | Casing internal diameter ≥ 1.3 m, specially designed for f.1.a pumps | 8413910010 |
| 8A901.f.1.b | Impeller | Impeller diameter ≥ 1.3 m, specially designed for f.1.a pumps | 8413910010 |
| 8A901.f.2 | Draghead for trailing suction hopper dredgers (TSHD) | Suction pipe diameter ≥ 0.55 m | 8479109010 |
| 8A901.f.3 | Cutter head for cutter suction dredgers (CSD) | Cutter ring outer diameter ≥ 2.1 m | 8479109010 |
The announcement supplies its own definitions — suction inlet, casing internal diameter (bore), impeller diameter (outer diameter of the blade shroud), suction pipe diameter (bore of the draghead discharge outlet) and cutter ring outer diameter (outer diameter of the cutter head base). These definitions are not decorative. Because the controlling test is a measured dimension at a defined location, the difference between a controlled and an uncontrolled item can come down to where a surveyor puts the caliper.
Two features of the pump control deserve emphasis. First, the logic is conjunctive: a large-bore pump running above 400 rpm falls outside f.1.a. The 400 rpm ceiling is what separates a true dredge pump — large, slow-turning, abrasion-resistant — from a high-speed slurry pump of comparable bore. The parameters therefore target the heavy end of the dredging pump market specifically, not dredging pumps in general.
Second, the component controls close the obvious circumvention route. Shipping a pump as a kit of parts does not escape control: a casing or impeller above 1.3 m and specially designed for an f.1.a pump is caught on its own dimensions. Spare-part supply — the highest-frequency transaction in this business — becomes a licensing event in its own right.
The component-level lever
Controlling consumables rather than vessels is the analytically significant choice. Cutter heads, dragheads, casings and impellers are wear items on a maintenance cycle; a dredging fleet's availability depends on replacing them, often at short notice. Restrictions at this level affect the operating tempo of dredger fleets abroad, not merely the delivery of newbuilds. That is a different and arguably sharper form of leverage than vessel-level controls, and it is consistent with the pattern seen elsewhere in China's dual-use regime of pushing control down the supply chain into components and tooling.
It also places the burden on a different set of companies. Vessel-level controls engage shipyards and export credit; component controls engage foundries, pump manufacturers and aftermarket suppliers, many of them smaller and with less export-control sophistication.
The near-miss declaration is the real operational change
The procedural provisions may prove more consequential than the thresholds. Exporters must apply to MOFCOM for a licence under the Export Control Law and the Dual-Use Items Regulation, and bear responsibility for the truthfulness of the declaration. Where an item is controlled, the remarks column must state "属于两用物项" and quote the control code.
The unusual requirement is the mirror image: where an item is not controlled but its parameters, indicators or performance come close to the thresholds, the exporter must declare "不属于两用物项" and fill in the specific parameters. Where customs doubts the completeness, accuracy or truthfulness of that information, it may raise a challenge (质疑), and goods are not released while the challenge is pending.
This effectively converts every near-threshold shipment into a disclosure of technical capability. A pump with a 0.52 m inlet running at 380 rpm is not controlled — but the exporter must put those numbers in front of customs. The commercial consequences extend beyond delay: the data becomes visible to the regulator, and repeated near-miss filings establish a pattern that could invite scrutiny of a company's product range and end users.
In practice, this puts self-classification at the centre of compliance. Exporters need engineering-grade measurement of inlet bores, casing bores, impeller diameters and cutter ring diameters, documented against the announcement's definitions, plus a defensible position on "specially designed" for the component items. Companies with shipments, service contracts or spare-part frameworks touching the 18 November date should confirm licensing status now. The announcement as published contains no transitional or grandfathering clause — a notable absence for goods already in transit.
Reading the numbers
The thresholds do not map neatly onto a single vessel size class, and that is probably deliberate. Individually, a 0.55 m suction bore, a 1.3 m impeller and a 2.1 m cutter ring are each consistent with the medium-to-large end of the CSD and TSHD populations; taken together, the package covers the main wear parts of both principal dredger families plus the pump train. The HS codes cited (8413709120, 8413709980, 8413910010, 8479109010) are explicitly reference numbers — indicative for customs targeting, not binding classification. The legally operative test is the 8A901.f.x code.
One caution on interpretation: the announcement is a control-list instrument, not a statement of targeting. It does not name end users, destinations or a specific strategic rationale beyond "safeguarding national security and interests," and it should not be read as evidence of a particular enforcement campaign. What it does establish is a tighter, more mechanical boundary — and a compliance regime in which exporters, not customs, must first decide which side of that boundary their hardware sits on.
Analysis and engineering interpretation above are the author's; threshold values, definitions, codes and dates are as reported in Announcement No. 51 of 2026.
